Retired EMS Chief William Howe has over 35 years experience in health care as an EMT/Paramedic and Phlebotomist and over 30 years in health care education. He has started and operated several training academies including New England Academy of Prehospital Medicine (a 501 c3 non-profit school), New England Medical Resources, and is currently the President of 911Programs Career Training Institute.
With a Bachelor’s Degree in Emergency Management and Homeland Security and a Master’s Degree in Public Safety Administration and more than a dozen other EMS, Fire, and Police training certificates including multiple current Instructor Certificates (Rhode Island EMS Instructor/Coordinator, AHA BLS/CPR Instructor, AHA Advanced Life Support Instructor, AHA Pediatric Advanced Life Support Instructor and more), he understands EMS and health care education and has the experience and credentials to back it up.
2. The Team
The faculty is made up of highly qualified and experienced clinicians and educators. These are not folks who recently graduated and are teaching skills they have never done. The Course Coordinators and Lead Instructors are made up of highly skilled Nurses and Paramedics and other professionals who are actively practicing in the clinical setting.
3. The Price
Quality education is not cheap and Cheap education usually results in buyer’s remorse. Our programs are lower in cost than most programs in the area but at the same time provide students with the resources one would expect at expensive colleges. If you need to withdraw for any reason, you may return and repeat the course for a 25% discount – we don’t know any school that offers that.

5. The Convenience of In-House National and State Testing
That’s right. 911PROGRAMS is the only EMS school in Rhode Island which offers the NREMT National Written Exam on-site. As a Pearson Vue Authorized Testing Site, our students can take their national NREMT exam right where they took their course – without waiting weeks or months for other Pearson sites to have availability. Additionally, 911Programs is authorized by the State of Rhode Island to conduct EMT Practical testing as well which satisfies the National and State practical testing requirements.
